Apple has just rolled out iOS 4.3 Beta 2 to developers. So, if you have developers account you can head to Apple Developer Center and download iOS 4.3 Beta 2 build 8f5153d.
Apple released iOS 4.3 Beta 1 last Wednesday (January 12, 2011) and Beta 2 build 8f5153d is released exactly one week after Beta 1.
